De Russische minister van Buitenlandse Zaken, Sergei Lavrov, heeft dinsdag de Mensenrechtenraad van de Verenigde Naties toegesproken. Daarmee wees hij op de verantwoordelijkheid van het Westen voor de mensenrechtensituatie in Oekraïne, die al acht jaar onhoudbaar is. Hij legde de redenen en doelstellingen van de Russische acties in het buurland uit.

In zijn videotoespraak tot de 49e zitting van de VN-Raad voor de mensenrechten heeft de Russische minister van Buitenlandse Zaken Sergej Lavrov scherpe kritiek geuit op de arrogantie en de dubbele moraal van de VS en hun westerse bondgenoten. De tragedie van Oekraïne was het gevolg van de instemming en de aanmoediging door het Westen van het misdadige regime dat in Kiev is ontstaan, benadrukte hij.
Acht jaar lang was er in het Westen volledige onverschilligheid geweest voor de mensenrechtenschendingen door het “criminele regime dat daar is ontstaan na de bloedige, ongrondwettelijke staatsgreep in februari 2014”, aldus de Russische topdiplomaat.

Hij zei dat de houding van de coupplegers tegenover de Europese waarden al sinds 2014 duidelijk was geworden: Lavrov herinnerde eraan dat het Maidan-regime onmiddellijk na zijn overwinning in februari 2014 de rechten van de Russische taal in het land had opgeschort. Het zou volstrekt onmogelijk zijn dat Engelsen in Ierland, Fransen in België of Duitsers in Italië op deze manier zouden zijn behandeld. Europa had echter de aanval op de positie van de Russische taal in Oekraïne door de vingers gezien. Sommige landen hadden het zelfs actief gesteund.
De oostelijke regio’s, waarvan de meerderheid zich tegen de Maidan had verzet, waren met bruut geweld onderdrukt; tegen de Donbass hadden de onwettige heersers het leger ingezet en een onmenselijke economische blokkade ingesteld. Het Westen en de internationale organisaties hadden over dit alles gezwegen. Vijf internationale verdragen inzake het recht op toegang tot water werden eveneens vergeten toen Oekraïne het water afsneed dat voorheen via een kanaal aan de Krim werd geleverd.
De Russische taal werd verboden op scholen en universiteiten, dissidenten werden vervolgd en onderworpen aan onwettige represailles, de media van de oppositie werden verboden, en het ambtenarenapparaat werd gezuiverd van politiek ontrouwe personen. De Russische minister van Buitenlandse Zaken legde vooral de nadruk op de verheerlijking van collaborateurs van Hitler en het gedogen van neonazistische excessen. Onlangs, op 23 februari, heeft Oekraïne zich zelfs teruggetrokken uit het multilaterale verdrag ter ere van de Sovjet-soldaten in de Tweede Wereldoorlog.
Onder het bewind van Porosjenko is ook de religieuze discriminatie van de Oekraïense orthodoxe kerk van het Moskouse patriarchaat toegenomen. De geestelijken en gelovigen worden vervolgd, kerkgebouwen worden onteigend ten gunste van een pas opgerichte afscheiding.
Het Westen is rechtstreeks verantwoordelijk voor deze en andere toestanden in Oekraïne, benadrukte Lavrov:
“Al deze massale en systematische schendingen van de mensenrechten en het consequent aankweken van neonazisme vinden plaats met instemming van de VS, Canada en de landen van de EU, die zichzelf arrogant tot modellanden van de democratie hebben verklaard. Onder schaamteloze druk van deze landen staan ook de internationale structuren van de VN en de OVSE, die al die jaren niet de moed hebben opgebracht om adequaat te reageren op de hemeltergende willekeur in Oekraïne.”
Na acht jaar oorlog in de Donbass, de aanhoudende weigering van Kiev om de akkoorden van Minsk na te leven en talrijke aankondigingen van militaire onderwerping van de regio, kan Rusland niet langer onverschillig blijven voor het lot van de vier miljoen inwoners aldaar, zei hij. Met deze woorden verklaarde Lavrov de Russische motieven voor de erkenning van de volksrepublieken en voor de interventie.
Tegen de beschuldiging van een aanvalsoorlog tegen zijn land, die in strijd is met het internationaal recht, bracht de Russische minister van Buitenlandse Zaken het volgende in: In 1970 heeft de Algemene Vergadering van de Verenigde Naties Verklaring nr. 2625 inzake de beginselen van het internationaal recht met betrekking tot vreedzame betrekkingen en samenwerking tussen staten (“Verklaring inzake vriendschappelijke betrekkingen”) aangenomen. Volgens dit document is de bescherming van de territoriale integriteit beperkt tot staten waarvan de regering de gehele bevolking vertegenwoordigt en de beginselen van zelfbeschikking en gelijke rechten van alle bevolkingsgroepen eerbiedigt. De Oekraïense regeringen hebben zich sinds 2014 niet aan deze beginselen gehouden, aldus Lavrov.

Rusland respecteert het Oekraïense volk, zijn cultuur en taal, en zijn recht op zelfbeschikking. Er moet echter een einde worden gemaakt aan het “anti-Rusland”-project, dat een onmiddellijke bedreiging is geworden voor de veiligheid en stabiliteit van Rusland. Oekraïne omvormen tot een wapen tegen Rusland was het doel geweest van de VS en zijn westerse bondgenoten, zei Lavrov.
Het doel van de Russische interventie in het Oekraïense conflict was Oekraïne te denazificeren en te demilitariseren om een herhaling van de mensenrechtenschendingen uit het verleden en toekomstige bedreigingen voor de veiligheid van Rusland te voorkomen, zei hij.
De ongekende sancties die de westerse landen momenteel aan Rusland opleggen, hebben gevolgen voor de levenswijze en de persoonlijke rechten van gewone mensen, waaronder ook burgers van westerse landen zelf. Lavrov noemde dit gedrag hysterisch. Het Westen had alle zelfbeheersing verloren en stelde zo de beginselen ter discussie die het zelf had afgekondigd, zoals de onschendbaarheid van eigendom.
Er moet een einde komen aan de westerse filosofie van eigen superioriteit, exclusiviteit en dubbele maatstaven, zo vatte de Russische minister van Buitenlandse Zaken samen.
