De Verenigde Staten passen nu systematisch op China de behandeling toe die tot nu toe aan Rusland was voorbehouden. De twee grootste militaire mogendheden van de wereld zijn dus gedwongen hun alliantie te versterken, met de relativering van het Noord-Atlantisch bondgenootschap als gevolg.
De Olympische Winterspelen van 2014 – die op 7 februari werden geopend in Sotsji, Rusland, aan de vooravond van het uitbreken van de Oekraïense crisis met de staatsgreep op het Maidanplein (18-20 februari) – werden in de anti-Russische mediacampagne omschreven als de “Olympische Spelen van tsaar Poetin”. President Obama en vicepresident Biden, gevolgd door anderen, boycotten ze, waarbij ze Rusland ervan beschuldigen de mensenrechten van LGBT-mensen te schenden. Hetzelfde scenario doet zich vandaag voor bij de Olympische Winterspelen van Peking, die in de anti-Chinese mediacampagne worden omschreven als “de machtsspelen van Xi, de Grote Olympische Roerganger” (La Repubblica, 3 februari).
President Biden boycotte ze, omdat hij China ervan beschuldigde de mensenrechten van de Oeigoeren te schenden. In navolging van de Verenigde Staten hebben Groot-Brittannië, Canada, Australië, Litouwen, Estland en Kosovo (een bekende verdediger van de mensenrechten, die door het Hof van Den Haag is aangeklaagd wegens mensenhandel en orgaanhandel) een “diplomatieke boycot” van de Olympische Spelen van Beijing afgekondigd.
De boycot maakt deel uit van de strategie van Washington om China “in te dammen”. China is niet gewoon de “fabriek van de wereld” gebleven waarnaar multinationals uit de VS en Europa al decennia lang een groot deel van hun productie hebben overgebracht en waar zij gedurende tientallen jaren kolossale winsten hebben gemaakt. China heeft zijn eigen produktieve en technologische ontwikkeling tot stand gebracht en op basis daarvan projecten opgezet zoals de Nieuwe Zijderoute: een netwerk over land (weg en spoor) en over zee tussen China en Europa via Centraal-Azië, het Midden-Oosten en Rusland. In dit verband zijn de economische betrekkingen tussen China en Rusland nauwer aangehaald, vooral sinds de sancties die de Verenigde Staten en de Europese Unie aan Rusland hebben opgelegd.
De handel tussen de VS en China blijft sterk, maar aangezien veel producten op de markt van de VS door multinationals uit de VS in China worden vervaardigd of door Chinese bedrijven worden geleverd, hebben de VS een bilaterale handelstekort van meer dan 300 miljard dollar per jaar. China heeft ook zijn investeringen in de VS sterk teruggeschroefd. Nog ernstiger voor Washington is het feit dat het aandeel van de dollar in de Chinese deviezenreserves sterk is gedaald en dat China op zoek is naar andere valuta dan die van de VS om in de internationale handel te gebruiken, waardoor de hegemonie van de dollar wordt bedreigd.
Niet in staat dit proces, dat een einde zou kunnen maken aan de economische dominantie van de Verenigde Staten, een halt toe te roepen, werpt Washington het zwaard in de strijd. Economische “inperking” wordt militaire “inperking”. Admiraal Davidson, hoofd van het Indo-Pacific Command – de regio die zich in de geopolitiek van Washington uitstrekt van de westkust van de VS tot die van India – heeft het Congres om 27 miljard dollar gevraagd voor de bouw van een gordijn van raketbases en satellietsystemen rond China. “We moeten China confronteren vanuit een sterke positie,” zei minister van Buitenlandse Zaken Antony Blinken.
Dit is de context van de AUKUS, het strategisch-militaire partnerschap dat is opgericht door de Verenigde Staten, Groot-Brittannië en Australië met als “imperatief het verzekeren van vrede en stabiliteit in de Indo-Pacific”. De Verenigde Staten en Groot-Brittannië zullen Australië helpen bij de aanschaf van onderzeeërs met nucleaire aandrijving, bewapend met raketten die zeker ook nucleair zijn getipt, zoals de Amerikaanse Trident D5, die tot 14 onafhankelijke thermonucleaire kernkoppen kan dragen. Deze onderzeeërs onder Amerikaans bevel, die de kusten van China en Rusland naderen, zouden in een paar minuten de belangrijkste doelen in deze landen kunnen raken met een vernietigende capaciteit gelijk aan meer dan 20.000 Hiroshima-bommen.
China en Rusland versterken bijgevolg niet alleen hun economische, maar ook hun politieke en militaire samenwerking. In hun gezamenlijke verklaring in Peking [1] benadrukten de presidenten Xi Jinping en Vladimir Poetin dat “Rusland en China zich verzetten tegen pogingen van externe krachten om de veiligheid en stabiliteit in hun aangrenzende regio’s te ondermijnen” en dat zij “gekant zijn tegen de verdere uitbreiding van de NAVO”. De VS-NAVO-strategie van spanning en oorlog, die ons terugbrengt naar de confrontatie tussen tegenover elkaar staande blokken, verbreekt de vijf ineengestrengelde cirkels, het Olympische symbool van de vijf continenten die verenigd zijn voor “een betere en vreedzame wereld”.
